Seconding this bug. Using a 360 controller, the select screen for the Command artifact scrolls far too quickly, making it very difficult to select the item I want. I also can't use the mouse to select, instead (not sure if I'm supposed to be able to).
The second bug I had was in the Tundra level. I entered Boar Beach, cleared it, and then was teleported back to the tundra. After some time playing, enemies suddenly stopped reacting to and attacking me. I activated the teleporter, and enemies began spawning, as normal, but still didn't attack me. After clearing all visible enemies, I had listed that there were 7 enemies remaining, but they were somewhere off the map on the right side (that's where my indicator arrow pointed), so I was unable to proceed. Bug report is attached; I didn't notice an error message pop up, but the second error listed is timestamped at around the time that the enemies stopped attacking me.

Finally, and the biggest one really: A run just now with the Miner gave me weird issues in the Magma Barracks. I'm not sure exactly what triggered it (I fought the Direseeker, had the Imp tentacle, a scavenger spawned and then two Cremators spawned as well - this was all before activating the teleporter, but the issue continued afterwards too). With both of the Cremators on screen, the game would occasionally ignore my inputs (i.e. if I was holding left to walk left, I'd suddenly stop moving) and saw the error log message in the top left of the screen. This happened a load of times in quick succession, and then at some point it caused all the enemies (and my imp) to lose their AI entirely - they'd walk around, and the cremators swam back and forth, but nothing ever attacked (I could still take damage from lava, electric elites and flaming elites, though). The Cremators made the sound effects they normally would if they were firing, but couldn't actually shoot.
Using the Jar of Souls (or at least, its effect with the Enigma artifact) worked as expected, and the ghosts *were* able to attack, but enemies couldn't (including those that spawned after the problem started). Eventually I had to quit the run, as the game indicated 30 or so enemies left somewhere off the top-left of the map (same as in meow247's screenshot) - I guess it was winged lemurians that spawned but couldn't figure out to fly at me because of the AI disappearing.

The second bug I've listed sounds like it was this same problem, although I don't think mine was accompanied by loss of ability to control my character. I was also playing Miner, as well.
EDIT EDIT: I have more complaints about Command. Many, many more. First, when using Command with a shrine, the same activate button is used to activate both the command item and the shrine. So, if I use a shrine, and get out a Command item, then activating the Command item also activates the shrine again. This might not be desirable: for instance, if it's a health shrine, and I want to claim my item without also activating the shrine again and sacrificing a big chunk of health. In a related complaint, in my last playthrough, I had the Command item spawn when I killed a Magma Worm... right on top of the teleporter. Given the glitchy 360 controls, I ended up in a race against time, as activating the Command item also activated the teleporter, so I had to try to pick the item I wanted before I was teleported to the next level. Finally, the Command item sometimes has an annoying habit of spawning over my character's head. I then have to jump to activate it. What's worse, after activating it, the item spawns higher still . A couple games ago, I ended up with an item out of reach, which was very obnoxious.

EDIT EDIT EDIT: Because the Command menu isn't centered, using the Command item when it's against the edge of the map causes half of the items to be cut off, which obviously makes it difficult to select an item. Also, in the game I was just playing, I had a Photon Jetpack, which allowed me to reach a Command item that had spawned above my head out of jumping distance (from a Wandering Vagrant I'd just killed). However, when I jetpacked up to the Command item and activated it, I fell back down, and the Command menu didn't move with me, cutting off the top of the menu.
