You need to extract the file so that it looks like this:
C:\Program Files (x86)\Steam\SteamApps\common\Starbound\giraffe_storage\mods\bossrebalance <- in x64 windows
or
C:\Program Files\Steam\SteamApps\common\Starbound\giraffe_storage\mods\bossrebalance <- in x86 windows

you want a folder called "bossrebalance" that contains another folder called "bossrebalance" and a file called "bossrebalance.modinfo" inside your \Starbound\giraffe_storage\mods\ folder. Does that make sense?

Which file? Or did you mean the folder it's self?

 

Grab the file from this page (bossrebalance.7z) and place that in C:\Program Files (x86)\Steam\SteamApps\common\Starbound\giraffe_storage\mods\

Right click on bossrebalance.7z and select "extract here"

You should be good to go after that. oh, you may need to install 7zip, which you can find here for free: http://www.7-zip.org/download.html
It's a really good compression program that's been around for a long time.

 

I can't run the game when I use this mod. I get this error message:

 

Ugh, i'm an idiot. I'll fix this later today when I get the chance, but for now create another folder called "bossrebalance" in the \Starbound\giraffe_storage\mods\ folder and place all of the contents in this mod into that folder. Afterwards you should have the following:

\Starbound\giraffe_storage\mods\bossrebalance\bossrebalance\

in that second bossrebalance folder you will have a folder called "monsters" and file called "bossrebalance.modinfo"
