Bug/Issue White screen startup

Hello. I'm having the typical white screen startup crash issue since the multiplayer update, but almost all the troubleshooting methods I've tried on the steam community posts seem to have failed and I do not know what to do.

Troubleshooting methods I've done

1. Giving steam permission
2. Verify integrity of game cache
3. Making sure playback devices are functional
4. Disabled compatiblity mode
5. Deleted startup_prefs
6. Clean slate method
7. Microsoft XNA Framework Redistributable 4.0

Ones I haven't

1. Scorched Earth method
2. Install DX9 (advpack.dll preventing it from being installed for some reason, though I could run it before the update just fine?)
