False. have you noticed lately how many things terraria referenced? and theres no way they got in touch with nintendo (plumbers outfit) to just make sure they could put it in the game.

 

That is the entire opposite of false. Red or Blue probably asked for permission. If they used the Assassin's Creed design they will most likely be sued. They would have to ask the developers of Assassin's Creed and just because a person on the forums asked I don't think that will make them ask.
