Transferring license from Steam to Humblebundle/GOG

I purchased Starbound (in Beta) on Steam a couple years back, but Steam has since stopped working on my computer. Is it possible for me to download Starbound from Humblebundle or GOG without re-purchasing the game? If so, how?
