If you're a Penguin and Cj is an innocent, you should strike. The situation is 4 Civs, 1 Paca, 4 whatever. If there are 4 Penguins, and a non-penguin dies today, it'll be 4 penguins vs 4 others. Next night'll make it 4 Penguins vs 3 others. Thus a Penguin victory.
I mean, if a penguin doesn't want to win...
