Bug/Issue Starbound Screen tearing & Black flickering.

If I play 64 bit Starbound on Steam, when I am on Borderless Windowed or Fullscreen I get bad screen tearing (from bottom to top) and there is this black flickering on the bottom of the screen. Keep in mind that none of this happens in windowed mode. Please fix this as i would like to try out the 1.3 update in fullscreen because I hate windowed mode!
(BTW if I turn off v sync in the .config file I get even worse screen tearing so that's not an option.)


(Update: The black flickering is not too bad now but it is still there, plus, the game lags a lot now even though i have a good pc.)

I have an AMD Radeon R9 200 Series, Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz and 8GB RAM
