Bug/Issue Game Stutters

Hi. For the past few weeks to months, I've been wanting to play the game, but every time I load it I have the same issue, where the game will run normally then every few seconds "stutter" by dropping FPS. I've looked just about every reason why this happened, and so far no luck. I managed to play yesterday perfectly fine, after repairing XNA for the 9th or so time, and it came back when I just launched the game. Repairing it does nothing again.

Could anyone help with whats going on?

CPU: AMD Ryzen 7 2700X 3.9GHz
RAM: 32GB
GPU: NVIDIA GTX 1080
Storage: 1TB M.2 SSD, 4TB HDD

Note: I'm not using any mods, or modding API. Just the vanilla game.
