Community Upgrade Not Showing Up (PC)

    Hi there. first post!. So I the community center completed, my mouse fully upgraded, and Pam at a full 10 hearts. And I'm Not getting the option for the community upgrade at Robin's. Do i need to have the 500k gold for it to even show up? I did some googling and I can't find a solution.
