Cindersap Forest Bug?

So I've noticed some strange behavior over the last few months with the Cindersap Forest.

Cindersap Forest doesn't appear to be updating in the way that it once did. Specifically:

a) Artifact spots do not spawn. (Or at least none for about a month now).
b) Forage other than special forage (spring onions) no longer seems to spawn.
c) Debris fields (rocks and fallen logs) no longer seem to respawn over time the way that they seemed to at one time.

I can't really tell when this problem started as it only gradually dawned on me in part because I never spent a lot of time in Cindersap Forest in the first place.

I do know that cut down trees do recover, but the lack of artifact spots is particularly annoying as I'd like to complete the museum collection.

Is this known behavior or something bizarre?
