Bug/Issue Can't switch or use items (XB1)

I currently cannot use RT or LT to select a different item slot in my toolbar. I also cannot use any items that are in my frozen slot (it's the 5th item slot). I've tried going to my menu and placing a different usable item (tools and edibles) in my frozen slot but none of them are usable.
This started occurring immediately after I purchased Rare Seeds from the Traveling Cart (for some reason I could purchase 5 of them today and normally I can only purchase one per day; not sure if this is a bug or just rare). I'm not sure that has anything to do with it but I thought I would throw it out there just in case.
