Bug/Issue Can't find ''captain Ignoble'' also giant hand.

I think my quest have bugged it self because i can't ''captain Ignoble'' anywhere.
i got to his house but he was already there and i defeated him before scanning the things there and he teleported away, but i am not sure if i defeated him too early or not because there are no clues as to where he is hiding and i am not sure if this is a part of the mission or not because i have looked everywhere on the surface.




By the way that is one freaking huge hand print.





This could have been a good joke with one of the criminals.
