All Outpost shops are opened after Reset

    ive played with a character and finished starbound and now i started a new character and deleted accidently my first .-.
    and now all shops are open even i havent unlock them.

    Outpost state is saved in the universe flags. This is not a bug it's intended.

    They're stores in the universe.dat file in your storage folder. I don't recommend editing this file without proper knowledge. If you want to reset the flags you can go into admin mode and type
    Code:
    /resetuniverseflags
    This will also affect all other charaters in this universe so think about it before using it.
