You may need to reinstall. It usually asks what language you want on installing/updating

no not the actual application, the file like unicode and what have you =.=;;

I see now! So its not an issue with Notepad, but with reading a specific file. You may need a plugin for it. Even when things are garbled, there should still be readable bits you can find and edit.

Its kinda like a mod, it enables a program to do more of the things!!! What type of file are you editing?

well that's the thing ^^;; i'm trying to learn how to mod so i can make custom recipes and make certain items edible and recipe-capable

Recipe files are pretty basic. What I usually recommend is that you take a recipe file that works and replace the ingredients and name to your item.
