I'm still debating on whether to do it tbh, as it will have to technically be a separate race and that means a lot of stuff to add/copy and make it work lore-wise, but even if I will it won't be until I add proper custom ship/tenants/npcs to the existing race for sure (and who knows when that'll happen too)

There are no plans for any more races. There already are races that are good with swords, rapiers included.
None specifically with rapiers, I don't think. Swords, in general. If a race has a "swords" benefit that applies to -all- swords. if they have a -specific- type of sword, then it applies only to that type.
