Yes there is, literally all you do is right click on Starbound in your steam library, click on "Properties" then next to DLCS on the right there is a betas tab. Actually look before you think someone's a liar.

No, it is not a wipe. There are never going to be any more character/ship wipes, and hopefully no world wipes either. However if you play on the Unstable version of starbound, there might be a bug that corrupts your save. It'd be safest to stay with the official updates.
