they are gona need to let more than 1 hat win cause they would be wasted ideas

 

1 hat wins and goes into the game and an other hat is declared runner-up.

 

If they wanted, they could put in as many entered hats as they liked, so long as the creator agrees to it.

 

alot of these hats are so good, they should add most of them.
