Bug/Issue Skill levels not recognizing rewards

I currently have level 10 in a few of my skills and cross-referencing the wiki with my game, I should have a bunch of crafting recipes and a cooking recipe.

I need that last recipe for the cooking achievement and obviously the crafting recipes for that achievement.

I've tried leveling up the necessary skills to hopefully reset the rewards with no luck at all. Is this as simple as a number change in the files somewhere?

(Used vanilla game to level up skills, didn't cheat them or use a mod, etc.)

 

Bumpin this. Still an issue, has ANYONE else encountered this? I wasn't able to choose professions for a couple 5-level skills either (and therefore not able to select their 10-level one either).
