Only tier 4 guards spawn

Hi all,
Every colony guard I make always wears tier 4 equipment regardless of what furniture I use to build the home.
Is this intended?
Wiki says that it depends on the material used but it has no effecy. Always tier 4.
I'm trying to get tier 1 human guards with the cool visor to become crew member.
