Because you buy bullets from this NPC guy?
And srsly, for example, cursed flames put in Guide's box will tell you that you can make cursed bullets with it afaik, so it theoretically works.

I'm talking about the new ones, not the old ones. The new ones involve a bullet casing and, say, gold dust, you're supposed to be able to make a bullet out of it.

Heck, I don't even know what uses those bullets as I edited one in just to test it, nothing I had could fire it so I doesn't even matter if I made one.

I wish I could discover it but the one enemy that I think drops what I need just doesn't spawn, I've spent hours murdering things and nothing.

I'm apparently wrong, it seems that if you move your cursor away from the box it'll tell you what to use in order to make an item (like furnace or workbench).

This is the last time I'll bring it up, but the devs behind Worlds of Magic:
    http://www.kickstarter.com/projects/wastelands/worlds-of-magic
very much take into account the community (though most of the decisions are made in the backer forum). I got into the backer forum, and I've seen what's been done on the forum. The community gives a lot of feedback to the devs on a good portion of the game(ex. culture, mechanics, and units of the races in the game). The community has a discussion on the races, and after it's over the devs then mold the race around the community's suggestions. The community didn't like one unit of one of the races, so the devs changed that unit. The community has chosen 2 of the races. They also take feedback on spells. If the devs have something they're not sure about, they take it to the community (for example there was a poll between two very different designs of hellhounds, and one model won 18-17). I've just been astounded by it.

I am trading a wisp in a bottle for 2 turtle scales, a blindfold, a adhesive band aid, or armor polish. Its a pet item that summons a flaming floating skull until you die, it has infinite uses, and it points in the direction according to the arrow keys you are holding, meaning it moves slightly in front of the direction you are. Here's a pic of it :
