Bug/Issue I can't start missions

When I tried to do the Pagoda Library Mission I sent myself there and then it did the usual beaming thingy it took a while and then it sent me back to the ship! I also noticed that once I was at the Pagoda Library for about 6 seconds. I didn't move because the game froze but then it sent me back to the ship again!!! I also tried deleting my character and trying again but it STILL DID NOT WORK (and of course I was mad for deleting my character) I used mods I thought that was the problem I took them off but it still didn't work. Though without mods is is a bit better.

Staff please help!!
