    you cant craft them anymore, but you can buy them from the Ursa Miner store at the outpost. though personally, its much more worth it to just upgrade you matter manipulator.

    Once you find it, the Energy Pickaxe is infinite use (it uses your energy bar instead of durability) and its the strongest type, but like others have said upgrading the Matter Manipulator works best in most situations.
