Closed Completed Quests Bug

For some reason, globally across all my new characters, when I reach the stage in the game where you first talk to esther, Everything is already there.
I mean all the people who show up at the Ark ruin place are already there, and the portal to the ruin is open, even though I haven't made it past the first quest yet. I can also challenge Dreadwing and Shockhopper.
This bug only popped up recently, and Did not affect me at all before It did pop up. I simply just woke up to it one day.
If anyone has any experience with this, please reply!

 

This is not a bug. The outpost progress is shared across all characters.

This "bug" is posted about almost once a day... It is getting quite annoying at this point.
