Bug/Issue Can't open Penguin Bay

    I played for a while on my friend's server and did some quests, but now I am on my own server and cannot open penguin bay. I redid the Erchius mine facility quest and it did not open. Is there something I need to do besides that, or can I simply not open it with my character? Thanks
