Don't entirely ignore stocks during the story. I made a few hundred thousand from VAG and LFI stocks after their respective missions, and if you get that one random encounter where that dudes bike gets stolen and you recover it he gives your 100k in his company's stocks.

I think more or less its because the senate was unable to pass the bill for the government funding because obama care is included and I think they are being big babies (especially obama who said he wants the whole thing to pass and will veto any type of bills to bring the government back online in pieces if obama care isn't funded or something like that. Mostly its the "fluff" that has shut down. Fire, police etc are still going its stuff non-essential (like national parks and such that are closed)
