This is the only thing I'll ever need to be happy. Anything you add to this game after is only icing on the alpaca.
Amazingly, not everyone on the team has time-critical things to do all the time. It's little touches like this that add value to the product. Don't whine. They are focused on unstable.

I've said this before, and I'll say this again... Oftentimes the art group will be ahead of the coding group on projects like this, and "coding" is the big deal now as they hit the rebalancing stage and all that. When I was working in games, it was not uncommon for the art crew to be on a new project before the game was "done" because pfft, what's left to do on this one? From looking into how to mod this game, everything points to adding a new costume being ridiculously easy. Hell, the artists could probably do most of whatever minimal amount of coding is needed themselves since those files are "attached" to the costume, all the coders need to do is throw that into the list of things to auto-compile along with everything else.
