    This simply isn't possible without modding. "Ocean" biomes are disabled.

    I checked that planet out, for me it's just a normal forest planet with a prison-dungeon. Don't know, where you've got that information from. :(

    Did you download the world file and put it in your universe folder first?
    This is in the modding section because it normally requires modding of the game to accomplish.
    He made ocean biomes available (or maybe he tweaked the world file, but the former is more likely) and had the game make a world with it.
    Currently there's probably nothing too interesting there as the ocean biome file doesn't specify any microdungeons.... or minibiomes if I recall. I'd still be interested to know how he did this though, as I don't believe the "disabled" bit is in the biome file.

    Actually enabling ocean biomes is as simple as editing celestial.config. You can see the biomes that spawn in each sector, you just need to add "ocean" to the list.

    It may just be that you didn't beam down to it once you saw it was a forest biome. ed: reread your post, you must've gone down to it.
    I didn't know prisons could be on forests :V
    Anyway, this means you must not have got the world file in the right folder.
