If this doesn't work you can allowe steam to force it in administrator mode,
You go to a steam short cut, and add a command to it: -forceservice LIKE below. (BTW STEAM HAS TO RESTART TO DO THIS)

/low makes steam run in lowe priority wich makes steam use 20K less Memory,
-silents This suppresses the dialog box that opens when you start steam,

* Copy Steam\steamapps\common\Starbound\win32\libeay32.dll to Steam\steamapps\common\Starbound\win32\launcher\
