Whoops sorry about that, didn't see that spoiler tag :-0 Mind letting me know what the model number of your computer is? This can, most likely, be found on the underside of most laptops.

I'm pretty sure that is it. There is nothing say directly says 'model number'.
Also, I have a desktop, not a laptop. Just in case you were misinformed. :p

Is there a version of that which supports windows 7?

I was unable to find one that supports Windows 7. It it not installing correctly? If this is the case, try changing it's compatibility mode to Vista 32bit and running it as Administrator.

What do you mean, changing the compatibility mode to Vista 32bit?

To run something in comparability mode, find the executable (in this case the file from the link I gave you) and then follow these steps:
Right click the item and choose Properties
You will see multiple tabs at the top of this window. Click Compatibility
See the unchecked sentence Run this program in compatibility mode for: ? Change that from unchecked to checked
A previously greyed out drop down menu will now become searchable. Click Windows Vista (neither of the service packs)
Look down and see the sentence Run this program as an administrator ? Change that from unchecked to checked
    Click Apply
    Run the driver program

The reason we're choosing Vista is because that was the last operating system that Intel provided 865GV chipset driver updates for before discontinuing production of that model.

Thank you. I did that and it gets to the wizard installer and gives me the error "OS type not included in this media."

Try it with SP2. If that doesn't work either let me know.

    Still not working, sadly.
Also, if it helps, my original OS is Windows XP home edition before I upgraded to Windows 7.

Let's try XP then! Also, I recommend doing a system restore save point before going any further. In case this driver has unexpected and unwanted results, we can revert.

I've already tried XP and I have a backup, so no worries! XP didn't work either, by the way.

 Indeed it is the same. So we haven't found your correct driver yet. The 'Standard' listed here is a fill in by Intel as an insurance default driver for those who are unable to install the correct drivers. It provides basic display utility without any of the controls we would like. Though I did some reading on the motherboard you have. I suspect leaving the display driver alone, now, is for the best since the driver we're looking for has limited support only up to DX7 which is useless for running anything these days and this includes the Windows Aero desktop. -___- So let's keep what we've got and wait for the new update that's coming tomorrow or so.

Are your GPU drivers updated and is your Steam game cache verified? If you don't know how to do these things, let me know and I'll help you with those.

Again, laptop display adapters are having the hardest time right now processing Starbound. As I asked above, are your drivers updated and your game's cache verified on Steam?
