I run an IntelHD(r) 3000 graphics, and I know that I shouldn't expect that good performance yet, considering there's no optimization, but why is it that everyone around me can play 30FPS, while I struggle to play at 600x480, 3x zoom and I only get 14FPS with drops every 3 seconds down to 5. It's very annoying, any help would be appreciated.

Uh, whats the specs of your computer? A video card isn't the only part that contributes to this.

If you have disabled steam overlay and also have followed that little guide than there isn't much more suggestions to offer you. Wipe your computer to factory default, turn off possibly conflicting processes, check your computer for viruses? If that all fails wait for the game to be optimized you're playing with a seriously outdated GPU if I am remembering that name correctly.

Starbound's direct X mode has only had basic optimization on nvidia and ATI cards. Integrated intel chips, especially ones that aren't fast would be best running in open GL mode. If this doesnt improve performance, you will likely be looking at waiting for the game's engine to be optimized as Michael stated.

Shouldn't this be in "in game and billing support" instead of general discussion?

This has gotten off topic... anyways, have you tried running in open GL? its alot smoother.
