what is monochrome light in 1.3 option

1.3 version of star bound has some graphical option like a monochrome light.
what is this and will it effect performance somehow?
and what is texture limit option

 

Monochrome light makes all lights emit white light rather than whatever color they normally do. For example, the red laboratory lights in Apex dungeons will create white light rather than red light when the option is on. I think it's meant to improve performance, but I'm not sure.

I have no idea what texture limit is.
