    Lol. No it isn't. I ran into the same exact building on my first character and I just took down the graffiti and hijacked it as my base. =D

    It's a level 9 arid planet (moon actually, but I don't want to confuse people with the moon biome versus being an astronomical moon) orbiting the second planet of the star. There's also a nifty Apex base almost directly underneath the spawn. If you want, you can go through that and do a somewhat long but not too terribly difficult platforming sequence to get a tech blueprint. I got an Energy Dash (my third one that hour).
