    Pretty simple. A machine (probably expensive to create in materials, likely requiring at least a robotic crafting table or replicator) that when placed upon a planet's surface, will allow you to alter its weather patterns. Once placed, it cannot be removed without destroying it, just like a turret.

    This is intended for use on barren worlds, so that you can have whatever aesthetically-pleasing weather effects you want for your building projects. However, it could also be used as an (expensive) means of taming the meteor storms or acid rain on some of the more hostile world types that exist.

    Note that it must be placed on the surface layer and be exposed to the sky. It will not function indoors or underground, or if it's view of the sky is obstructed by foreground or background blocks.

    I like that, particularly for building worlds. Maybe each one can make a single change (add or remove), and you would have to craft more than one to make multiple changes? I.e. One machine to remove acid rain, but another to add regular rain, or one machine to add regular rain to building world, and a second one to also add the glitter rain (tiny meteorites? Shooting stars? Whatever it's called ...)
