As fuel now is determined by distance, I propose that certain systems (one in 50?) contain a "Warp Gate" which can be used for a constant fuel cost (250?) to move to any other system which contains a Warp Gate. In order to use it, you need to first upgrade S.A.I.L. to interface with the gate, via a mission (salvage the access protocol from a wrecked battlecruiser?)
