Visible Meteor Showers - We must tell the president!

Adds a distinct particle effect to both large and small meteor showers, because your first clue that a meteor shower is happening should not be getting killed in one hit by a rock that you couldn't possibly have reacted to in time.

Affects only the two vanilla meteor shower weather types - if a mod is killing you from the sky with no warning, then that's on that modder. Should not be incompatible with any other mods.
