Unlocking the Pressurised Durasteel girders and plates?

    Remember that you can unlock block's recipe by taking it. Like, if you want to know how to make an ornate wall, you should go to a Hylotl village or settlement, than take a sample of the block from one of their building (don't forget to put it back though).

    But to expand on what Moor said, you can unlock the recipe by acquiring it from the game world. It looks like the girder can be found in certain microdungeons in addition to Hylotl cities - you might not want to disassemble a settlement, since it would probably upset the locals. You could use console commands as a last resort, too.
