Unable to go Fullscreen

    I followed the instructions here, but they did not help. When I select Fullscreen, nothing happens. I apply the settings and when I return to options Fullscreen is unchecked again. What gives? I tried everything to understand why it won't go fullscreen...I know I am missing something stupid.

    Windows 7 64 Bit Home Edition
    NVidia GTX 960 4 GB
    16 GB RAM
