Bug/Issue Tools Lagging if Used

It appears that the game lags for about a second or two if I use any tool that swings upward-down. I also encounter this when fishing, the fishing meter lags when trying to catch the fish, and when attacking enemies, or they attack me. I have 4 GB RAM and Windows 10. I tried multiple things. One was to close all tabs, didn't work, then tried to restart PC; didn't work. Last thing I tried was to set the priority of Stardew Valley to realtime, that sadly didn't work either. I tried this in both single-player and co-op, both lagged still. Help would be very appreciated, and I'll be happy to provide details about anything if needed.
