On the question of "how can it jump" If you look closely, the cockpit part is connected to the treads by way of a giant tube, and the cockpit can move up and down on it. If that tube is made to compress and then rapidly decompress by way of hydraulics, you could make the whole thing bounce, like how it works in cars.

 

All good points, but the wings on the sides seem Avian, but the bubble would help with deep sea exploration.

I am completely sure it's hylotl. Those "wings" are very similar to the hylotl kyrenite armor tiy showed in a stream.
