1. The rank effects nothing. It's simply a random generation thing meant for variation 2. They are worthless other than a space holder to get a better ship but once you have T8 get rid of him and replace him with something more useful, like a chemist. 3. Yes having two engineers mean they both do the same amount of work at the same time. So say 2 engineers are working on fuel capacity, though you won't have it faster you get twice the quantity when each of them are done, so they work separately but still produce more.
