Add atmosphere and make each town more unique. On random planets you can see a bard and learn a song from them or teach them a song to play should you ever return. If you build your own city, you can teach it's inhabitants to sing chants all day long. ready for a concert? but someone is ill and cant join? Bring in an NPC fill in. things that people will probably say: puts more strain on developers. why not do the same for pets. unneeded. distinguish NPCs from players. too complicated. the list of complaints to an idea can go on quite a while.
