Bug/Issue Target for 'Apprehend' mission not spawning

I'm working through the Rookie bounty hunter missions, and I've got one 'Apprehend' mission left. I've scanned the base multiple times, including every single item in the base. I've circled the surface of the planet multiple times, and dug down to the core from 5 different starting points. So far, I haven't been able to locate the target.

I'm running the current version, installed via Steam, on MacOS v.10.15.4. No mods are installed.
