I usually like looking for towns on planets because i can get a jump start on a build or just to make myself feel at home. It takes forever to find one. I dont mean those mushroom villages either because i dislike how small they are. My recommendation is adding 1 village/castle or base per planet to avoid the half hour+ of searching for one.

i found a town within about half an hour just starting up with a new character... Keep on trying i believe in you
found some dungeons, a couple of spare houses, but not a single city.... what happened? there used to be good amount of inhabited planets, now they're all empty. it's fun to be the first one setting foot on a planet, but if you're playing "single player" mode, it looks like an empty universe right now

In my current play through, I'v yet to find any towns whatsoever. I visited several dozen planets and I have played for a couple dozen hours. Yet i'v found nothing besides apex test chambers and scifi dungerons. I had to use admin commands just to complete several quests. These things happen, I guess. Although I can't help but feel that villages used to be more common.
Every planet is guaranteed to have a sort of structure. So a dungeon, Village, Apex base. Whatever. But since they are all generated randomly it might be a bit difficult to easily find one. My advice is to keep looking. I've found them. Not a fan. There's nothing there useful to me.
Are you sure? Because I'v explored entire volcanic planets without finding anything. Except a lot of chests, that is. No buildings though. Same goes for ocean planets.
they're not guaranteed to be on the surface, most of the planets have underground dungeons but not a single house above water level
Find a coordinates set here on the forums, i've found dozens and are very helpful, however if you are one who likes to explore things yourself, that's fine by me.
On some planets I found several small rooms that seem like incomplete dungeons. For instance I found a lot of Glitch castle rooms on one planet.
