I think the fact that we've determined pretty much any character can solo monsoon with no items (maybe not easily) means every character is usable and 'good'. Risk of Rain is a single player game, and characters being 'better' than others doesn't mean much if we're talking completion. Sure, some characters can do it EASIER *coughhuntresscough*, but that's beside the point. I will say that I think the Sniper is a very DIFFICULT class to play and as a result a lot of people may think it bad.
The problem with tier lists in a single player game is there needs to be some sort of metric. In Risk of Rain, perhaps it's speed running. Mind you even that is more item dependent than character dependent even WITH easier classes, and that puts a bit more focus on mobility and movement speed than it does fighting skills.
I think at THIS point in the game's life, any sort of 'tier list' should be focused around a specific goal that is measurable and testable, as opposed to arbitrarily arguing which class is the "best" at... nothing in particular. Enforcer, for example, has a lot of amazing tools at clearing regular mobs, can easily deal with crowds due to EVERYTHING being AoE and has crowd control built into every move in his kit sans S&P, yet I would still argue he is one of the harder classes due to a lack of mobility, weaknesses to bloody missile elites, and a subpar Providence fight (he wrecks the worms though).
