Bug/Issue Steam Workshop often not downloading mods

This is an ongoing issue present in many games, but I imagine there's something Chucklefish could do to mitigate it. Basically, even with an internet connection, and access to the steam workshop, mods will not download even if they are subscribed to. Could Chucklefish implement a check of some sort, maybe checking to make sure every subscribed mod is downloaded, up to date, and loaded? Just making sure that a mod that's subscribed to is present in Steam/steamapps/workshop/content/211820 would be sufficient for most cases.

 

This is an ongoing issue with multiple games. I'll contact Steam support, but I'm certain there's things Starbound itself could do to mitigate this problem.
