STEAM Achievements didn't unlock them

This is my first time posting here. So I apologize if it's in the wrong place.

Two of my achievements on Steam didn't unlock.
1) Master Angler
2) Millionaire

I think it was due to a bad a synchronize, but I can't be sure.
My questions are thus:
1) Is there a way to fix this without mods or save editor?
2) Will using a save editor prevent me from unlocking them?
3) I know how to get Millionaire using a save editor, but how to I do Master Angler?

If i have to replay the game again, I have no problem with that, I'd just rather not.

 

I also had that problem but with a different achievement. I was supposed to get it today as I finally completed the museum collection, but it hasn't unlocked. I have turned in all the minerals and artifacts and my inventory screen even shows i have collected all the necessary items, but no achievement.
