Starbound fatal error on start, no config file created

Hey all,

So far I have tried every possible method to fix the fatal error when launching starbound that I can find. From running as admin to reinstalling windows completely fresh. The only thing that I have not been able to do so far is to disable the vsync because, well, starbound does not even get to create a config file before it crashes.

Event viewer shows that its a ucrtbase.dll error

Starbound log shows:

I'm at a complete loss as to what I can do to try and fix this.
