SOS game is broken

So I got a new pc, and when I went to re-download risk of rain everything seem to go fine until I tried to launch it. Whenever I launch the game it goes black for a couple seconds then launches in windowed which is fine but all of my settings are screwed up at this point. The weird part is by screwed up I mean all controls are not binded and everything is turned off. Like graphics, volume, v-sync, etc. I would just fix everything and play the game but as I realized whenever I close the game and restart it the same process happens and nothing saves form the previous client. I have tried different fixes but nothing has helped. If anyone can help it would be greatly appreciated.
