It's not currently in game but it's most likely going to be in the next major update since it would more likely tie in with the modified crafting system than the mission and story focus of the full release update.
Probably not, all the crafting stuff is basically retroactive so it's unlikely to require a character wipe or starting a new character to access it, you'll just be at a higher tech level and will have skipped a few steps. The major thing about the patch is the reshuffle of some of the ores which will probably necessitate a wipe of your universe folder ... either that or just move far away from anywhere you've already explored to properly generate planets with the new ores.
