    Well, for the sallok it's sort of self regulated as well as with specialized task forces plus military.
    Basically, everyone in the cities must have some form defense, be that basic combat training, or a weapon of some sort. Each citizen has an obligation to attempt to diffuse conflict in the most nonlethal manner possible, along with the guards. The weapons business is as legal and regulated as the toy and prostitution business, and is one of the most profitable art forms available. (Yes, they consider weaponsmithing and general custom crafting an art form, just as they do with fighting, music, sex, cooking, storytelling, sculpting, and illustrating.)
    For the city guard, they are equipped in more advanced and heavier duty equipment, and are tasked primarily with the protection of citizens from bestial threats, as well as situation diffusion and arrests. Lethal force is permitted but only if necessary. Typically, their weapons are made for incapacitation and pain rather than permanent injury or lethality.
    The specialized task forces are an extra branch of city guard who specialize in raids, bounties, and high conflict situation. They typically don the best mass produced armor available, and are highly trained for group and teamwork tactics. A group of three were easily able to disable a group of some of the best sallokian duelists, despite inferior skills. (Granted, it was a public demonstration done purely as a show of strength, but even those involved were expecting there to be a much closer match if not in favor of the duelists.)
    For the salzar, crime is mostly difficult since each citizen is psychically monitored by nearby psychically enhanced watchmen. Those thinking criminal thoughts are warned and instead recommended to submit their complaints to their nearest sector manager. Most of them are heard, and the society benefits from it. The stronger guards are the ones provided with weapons, but rarely have to use them on citizens, and instead, focus their efforts on fighting invasive forces like rival parasites.

    Their non-light speed space travel is...
    Well, nonexistent as of right now.
    However, in the future they band together and create what is more or less a living thruster pod that sends the user into cryosleep and sustains itself as it flies through the cosmos.

    So far, they've no idea if the first one has survived...


    In starbound lore, they just cannibalizes glitch tech and fly in their own steampunk/biopunk starships which are more aesthetic than practical because starbound.
